Child Benefit Cuts Jan 2013 - Expat non-tax payer?

First post so please be kind ;).

I believe I'm classed as an 'expat' and have the dubious benefit of not paying UK tax. Before you all boo and hiss I work for NATO in Kandahar so this very much isn't a typical expat lifestyle :eek:. My wife and two daughters live in the UK.

My question is this, the Child Benefit cuts that come into effect from Jan 2013 apparently requires the person earning over 50k to submit a request to cancel the benefit, either that or leave it in place and submit a self assessment at the year-end to allow the Gov to reclaim the benefit from income tax.

Now as a NATO employee I pay no tax so what should I do? Can I legitimately leave the Child Benefit in place? I cannot be taxed further as I pay no tax. I do not wish to de-fraud the system so would rather know if I should cancel it.

My wife has been reading that should it be cancelled it isn't that simple to claim it again should the worst happen (unemployment for instance).

Another complicated system put in place by people who assume everyone is going to understand it and have no issues! It seems they are trying to get everybody onto self-assessment by the back door.

Hope someone has a simple answer for me!
