Job Seekers Allowance question

I have recently put in a claim for JSA and today have received a letter saying I am not entitled to it because of a lack of National Insurance contributions in relation to tax years 2009-10 and/or 2010-11.

2009-10:
You have to have paid NI contributions on at least £4750 worth of earnings. I worked the whole year so this year my contributions are fulfilled.

2009-10:
You have to have paid NI contributions on at least £4850 worth of earnings. Looking at my P45 from this year, the 'Total Pay to date' reads: £4950 ie. above the limit. (In-case anyone wondered - I was self employed for the rest of the year and therefore not paying class 1 contributions).

Question: Surely that means I have made the sufficient amount of contributions? Is NI paid before or after tax is deducted. As far as I am aware NI is deducted first so all should be well. Can anyone see if I have gone wrong anywhere?
