Are we entitled to anything ? Wife wants to go to college

Hi, my wife is currently on maternity leave and is wanting to re-train. The course she wants to do at the college costs £643 and they have said she can't get funding or any help with child care as I earn more than £16000/year. Does this sound correct please ?
