Help for elderly Dad

Hi. My dad will be 83 years old next month and has been getting the lowest rate DLA since before he reached pension age. He was born without a right hand and most of his right arm and also suffers from severe arthritis in his other hand and his back. As he has got older his mobility has decreased considerably and he is now a widow and trying to manage on his own but is finding things very difficult. I suggested that he maybe apply for Attendance Allowance but when I looked into the rules it appears that you cannot claim AA if you are receiving DLA and that he cannot apply for the higher rate DLA even though he is virtually housebound now and finding it very difficult to care for himself. He was unaware that he could have maybe claimed more as his disabilities increased so had not thought to try. Have I got these facts right? Please can someone advise? Thank you.
