DLA appeal

I would be grateful if someone maybe able to help me. My husband has been in receipt of dla low rate for care for the last 12 months. After being in and out of hospital since November 2012 he has now had his left leg amputated. He has just received his DLA form back informing him that his care has not changed. Although he can no longer walk as he has no leg. He is now in a wheelchair full time until his wounds heal (which is taking considerable time due to diabetes) therefore making day to day life incredibly hard. He doesn't sleep very well (only about 4 hours per night) which in turn wakes me up. He cannot get into the bath unaided by myself and even washing at the bathroom sink is a chore in itself. I do not understand how DLA can assume that his care has not changed in any way. He has been asked to attend a medical meeting this week by war pensions and esa.
