Support for Mortgage Interest Relief after two years?

I've been unemployed for over two years now, and have just lost my MIR. I was told a while ago it'd be possible to claim it again, albeit with a 13 week wait until it's paid. I've just phoned the DWP, and lady i spoke to said this was incorrect, and it's not possible to claim it any time after 2 years at all.

She sounded a little vague - I doubt there are many people in the my position, after all - so is she right? Is it two years, then that's yer lot, for ever and ever?

Any DWP experts out there?
