Housing Benefit - proposing odd situation

Hey,

My mother is under 65, claiming housing benefit, income support (with a small disability component) & council tax credit. She lives in social housing (currently under-occupying, which I'm paying...)

She absolutely hates where she lives, so I'm considering us living together in another property (ugh...private sector landlords) in a different area.

However, my understanding is that she will not be entitled to claim any housing benefit nor council tax credit because she would be sharing with family. Ref: http://www.adviceguide.org.uk/englan...ot_paying_rent

I can see why it is set up like this to avoid abuse, but would it be futile to appeal to the local council explaining that:

- She would be moving out of social housing, freeing up a property for another family
- Her HB/CTB would not be making me a profit and that we would need that contribution to make the move worthwhile.

She's currently receiving around £500 PCM in HB/CTB. A modest 2 bedroom house in the areas I need to live (near enough for commuting to work) would be at least £1000-£1200 PCM including council tax.

(And yes, I could (sufficiently) afford the full rent/CT/bills with my salary; please do not pass judgement. My view is that they would carry on paying £500/month for eternity in her current situation, so why not to a private landlord but with a lease in my name?)
