Benefits when moving in with someone

If someone is unemployed and moves in with their partner who works fulltime can they receive JSA and/or Housing Benefit, or does it depend on how much their partner earns?

Similarly, if someone lives as a lodger in somebody else's house, and is self-employed, does this affect their landlord's benefits if s/he becomes self employed?
Of the first question, I am asking on behalf of a friend. Her boyfriend earns okay but is already in debt with bills and stuff so is worried things will get worse for him if she moves in, as his council tax payments will go up. The second one is regards to me-I lodge at the moment but my landlord has had an injury and is concerned he may not be able to work for a bit (he's self-employed) so I wonder if I have to do anything about this.
