Is there any help if self employed but on a pension?

I am receive a state pension and dont want to apply for pension credit as would rather work, which I do. I dont earn a great deal but do receive tax credits. Unfortunately my property which is mortgaged is in negative equity so I couldnt take a loan out for repairs on the property. I am hoping to stay in my home for at least the next 10 years but there is work that needs doing on the house. I am trying to make the house warmer for next Winter and applied in December 2012 for insulation, was accpeted but have never heard back from them, although I have rang them on several occasions.
The windows are all shot and need replacing but I havent got the money to have them replaced. Is there any sort of help I could get to make the house better insulated and warmer. I put quilts up at the windows and doors in the Winter as its so drafty. Its a poor design, although only 20 years old, there isnt a porch so the front door brings you straight into the living room.
Any help would be much appreciated. My sister saw Martin on the TV who was talking about be able to get help with things like windows. I dont think I would be acceptable as I have a poor credit rating.
