Council Tax Discount - Students and Apprentices - Blackpool

Hi I got my council tax bill today and we currently get 25% for me being a student nurse.

My partner is an apprentice electrician who is 20. We were looking on the direct gov website and it states the following:

Who doesn’t count?
These people are not counted as adults for Council Tax:

children under 18
people on apprentice schemes
18 and 19-year-olds in full-time education
full-time college and university students
young people under 25 who get funding from the Skills Funding Agency or Young People’s Learning Agency
student nurses

I've rang the council and they say apprentices are classed as an adult because he's over 18 and it's different with student nurses.

Can someone please clarify if this is correct if we should be getting 25 or 50% discount.
