Means tested housing benefit?

Hi

I'm enquiring on behalf of someone, whose circumstances may change.

I understand there's a £16000 savings limit, but if at the time of their initial application they only had a couple of thousand pounds in savings, will the application be reassessed and affect their current entitlement / amount if they approach, but not exceed, £16000?
