Attendance Allowance, Carers Allowance, Pension

Hoping that someone on here can give some guidance re the following situation as I can't find an answer looking back through old questions.
Mother in her 80's currently gets Attendance allowance but her daughter is coming back to UK from abroad (used to work in UK upto 14 years ago) and live with mother to provide her with care in her last years. Mother currently gets pension credit and lives in her own home, but needs 24 hour care (dementia etc etc). Currently carers come in twice a day.
Is there anything daughter can claim i.e carer's allowance to supplement their meagre income as they will loose the council tax reduction with 2 people in the property plus additional food and living expenses? Daughter cannot claim JSA as she will be mum's main carer 7 days a week and also no NI contributions for the past 14 years.
Doesn't seem right that she is prepared to take on the role of carer, partly to make mum's live as comfortable as possible and avoid nursing home fees and not be a burden on the state, but she cannot get any financial help that we can find.
Any suggestions very gratefully received.
