Housing Benefits for older people.

Sorry if this question has been asked before but I don't know about benefits and how they work so don't know where to start.

I know that the way care is paid for by the elderly changed this year to give them more say in how they handle obtaining their care (more headaches for family members who had to sort out something that was working well) but did they also change the way housing benefits was paid?

I ask this question because my father's housing had been paid without a problem since he moved into his warden controlled flat over two years ago and now he has had a letter saying his full rent has not been paid for sometime. He didn't hear anything from them until they sent a letter saying they will take legal action if he does not pay. He is ill in hospital at the moment and this is the last thing I need at the moment.
