When to apply for JSA

Do you have to wait until you've finished with your employment before you can apply for JSA?

I am finishing up today, but will be on garden leave for the duration of my notice period.

Also I have been given the option of either resigning or the company will write to me terminating my contract in the new year and I'm not sure what will happen if I choose to resign.

Any help and advice would be appreciated
