Whatis considered a low income for benefits?

Hi,

I am trying (and failing) to find figures for what is considered a low income for the following benefits:

- Income Support
- Housing Benefit
Council Tax Benefits/Reductions

Looking for figures specifically for disabled people either single, living with family and couple where one or both are disabled.

Also, will what is considdered a low income be changing with the benefit reforms?
