Housing benefit query - family member brother

Hi, hope someone can help,

My brother lives in the north-west, is unemployed and receives job-seekers allowance and housing / council tax benefit.

He is suffering from a wide variety of issues including alcohol dependency, depression, anxiety loss of contact with his children, he is basically a mess and is unable to live a normal daily life. He sees various counsellors and doctors for his issues however he effectively needs 24 hour supervision.

I am willing for my brother to move down south with me for one year to help get him sorted out. However he will need to fund his share of the rent as I cannot financially afford to support him.

I am aware that a blood relative (my brother) of the landlord (me) cannot make a claim for housing benefit.

Are there any exemptions from this rule given his personal issues and the fact that I would effectively be his 'carer' for a year at least?

Could he get something from his doctor/counsellor to help his case and get housing benefit whilst living with me?

Any help would be much appreciated
