GO to the library

Hi
I am living in Scotland,claiming(but not receiving)JSA.
I have been carrying out my job searches etc on the .gov jobmatch site,daily.
My broadband contract expires next week & I will not be renewing it,therefore,no internet=no jobmatch capability.
My question is this..........Can I be penalised,if I do not go to the library,to access their free computer,to do jobmatches?
