HB Self employed Declaration

I know from experience that when applying for tax credits and also when completing tax returns, you DO have to provide information about your business and income etc...

But they never asked for more than what they ask at the start.

However with HB its like they want a breakdown of how you run your business. Is this required by law? If HMRC dont require this and they use info you provide to calculate tax, then should council paying HB be allowed to ask for this?
