Child living abroad, am I eligible for child benefit and child tax credit

I am a UK citizen living in the UK. I have a wife and child living in the USA. The child has automatic British citizenship by descent. Am I eligible for child benefit and child tax credit for my child living abroad? If my child must be resident in the UK in order to apply for these benefits, how long must he have been resident here before I can apply? Thanks.
