Overpaid Fuel Direct

If DWP have paid so much in Fuel Direct, and continued to pay when asked to stop, to the point when the claimant is massively in credit with energy suppliers but short of money for rent :( how can the DWP refuse to refund the overpayment? I thought it was the DWP's responsibility?
