Working Tax Credits & NHS charges

Hi all,

I've got a newly single friend, she is now claiming WTC and CTC but is wondering why she doesn't have an NHS Exemption Card.

So thought I'd come and ask here if they still send them out or is there some other thing in place now to prove low income or does she have to apply via the Low Imcome Scheme HC1 form?
