DLA Advice

I was wondering if you could let me know if this decision sounds right, as there doesn't seem to be descriptors for DLA.
My neighbour who I have previously posted about finally took the plunge and applied for DLA. She had a medical at home.
She has received an award of low rate care only.

The doctors report ( medical at home ) states that she needs help to -
prepare food, dress, undress, wash, get in and out of bath, and use a cooker.

The award letter states you need help to -
prepare a meal.
wash and dry yourself
use a bath or shower
dress and undress
it says you don't need help to use a cooker .

It then goes on to say that help is not needed several times throughout the day or for 20 minutes through the night so you are only entitled to lowest care rate.

Whilst the two reports match up apart from the cooker, I would have thought that help with all the above does mean several times throughout the day or is it something specific needed to get middle rate?

Regarding the mobility side the medical report says
should manage 100mtrs with stops before severe discomfort, she walks slowly, stooped and in pain.
It also says needs help with steps.

The award letter states you can walk -
100mtrs, slowly in a reasonable manner.
You don't need help to use stairs.
You are not entitled to higher rate mobility.

I am not sure that those two descriptions are the same?
Also it says not entitled to high but doesn't mention low??

We are just wondering if the decision seems correct -
low rate care , no mobility as I don't know what help or mobility problems you need for each level.
