Under occupancy and student.

I'm just checking I have my facts right when advising a friend.

Her husband is disabled and she is his full time carer. They have a son who is at university until summer 2014. They live in a two bed roomed bungalow. Son has a part time job to help with his expenses so is only able to go home for short breaks and odd weekends.

They are due to start paying part of their rent and council tax in April due to the under occupancy. I have told them that they can delay paying the rent until their son is 21, which is in September. After which time their son will become liable for £15 a week rent to keep the bedroom available.
They know that he cannot afford to pay this even though he's quite good with money and doesn't seem to go out much.

They are considering moving to a one bed roomed bungalow, but feel really guilty as they feel they are 'kicking' their son out.
I've tried to explain the problems he might have after uni if he doesn't get a job that pays enough for him not to claim benefit. His plan was to live at home, work and save after he'd finished his degree. The way I see it he may have trouble finding somewhere to live and have to live in shared accommodation due to housing benefit changes for young people. Though I'm not sure of this.

Am I correct in the information I have given or have I missed something - apart from this government saying young people should stay at home with parents until they can afford their own place - then they punish them for trying to get an education. :(
