what is servere disability premium??

Someone suggested I apply for this as even though I was awarded high rate care component and low rate mobility, my carer (husbands) has moved out yesterday and does not care for me anymore. I am in the prcoess of informing dla and all other depts. Can anyone explain if what the servere disabiltiy premium is and do I qaulify? thanks in advance guys xxxxx:o
