Are Benefit against the law?

Whenever anybody applies for certain benefits such as JSA they get a letter which states that the amount they get is what the law says they are allowed to live on or something like that, so surely when benefit gets sanctioned the law is being broken by the sanction?

I meant to put the word sanction in the title so title should read "Are Benefit Sanctions against the law?"
